Join us for the next meeting of the Chamber’s Infrastructure and Land Use Committee. We are excited to welcome Councilmember Marilyn Balcombe as our special guest. She will lead an in-depth conversation with Chamber members about Montgomery County’s top priorities for 2026, offering valuable perspective from her roles on both the Transportation & Environment Committee and the Economic Development Committee.

Councilmember Balcombe was elected to the Montgomery County Council in 2022. Before joining the Council, she served as President & CEO of the Gaithersburg-Germantown Chamber of Commerce, where she played a central role in shaping land-use planning, transportation strategies, and economic development initiatives. Today, she continues that commitment on the Council, focusing on strengthening the County’s business climate and expanding job opportunities, particularly in the Upcounty.

Join the MCCC Government Relations Committee for our weekly meetings during the 2026 legislative session of the Maryland General Assembly, where we dive into the key policy issues shaping Montgomery County’s business environment.

These sessions offer valuable insights into legislative developments at both the County and State levels and provide a platform for you to help influence decisions that directly impact our local business community.

These virtual meetings will occur weekly on Thursday, January 15 through Thursday, April 9 at 8:30 a.m. - 9:15 a.m.

The Government Relations Committee meets weekly during the Legislative Session of the Maryland General Assembly. During the interim, the Committee meets on a monthly schedule. These meetings provide Chamber members with opportunities to learn, discuss, and engage on a variety of policy issues that are impacting the regional business community.

Meghan Leemon counsels government contractors and commercial businesses on a broad range of government contracting matters. She advises companies on small business procurement matters, particularly on issues related to eligibility and participation in small business federal procurement programs, such as the SBA’s 8(a) BD, SDVOSB/VOSB, WOSB/EDWOSB, and HUBZone programs. In addition, much of Meghan’s practice involves SBA’s Mentor-Protégé program and assisting clients in forming joint ventures. She also assists clients in maintaining compliance with the FAR and small business regulations.

Peter Ford advises government contractors and commercial businesses on a broad range of federal procurement matters. He is adept at navigating issues related to eligibility for, and continued participation in, small business programs such as SBA’s 8(a) BD, SDVOSB, WOSB, and HUBZone programs and the VA’s VetBiz VIP program. He represents clients in actions before OHA, GAO, and ODRA. He also counsels federal contractors on FAR and small business regulation compliance, which includes auditing clients for potential size and affiliation issues.

Additionally, Madison Services Group will provide a brief update on Federal Hill.

Bio: Francesca Ioffreda serves as Maryland's inaugural Chief Innovation Officer, appointed by Governor Wes Moore to lead the nation's first state-level innovation team supported by Bloomberg Philanthropies. In this role, she advances the Governor's priorities—particularly increasing economic mobility and reducing childhood poverty—by designing and scaling novel solutions that improve outcomes for Marylanders.
A seasoned leader in economic development and innovation, Francesca has worked across the public, private, and nonprofit sectors to lead large-scale economic growth, workforce, and place-based initiatives. Most recently, she founded Breakthrough Strategy Partners, a strategy consulting firm focused on economic development and opportunity. Prior to that, she served as Vice President for Inclusive Growth and Talent Initiatives at the Greater Washington Partnership; Engagement Manager and Chief of Staff within Deloitte Consulting's Smart Cities practice; a policy fellow for former Chicago Mayor Rahm Emanuel; and a Fulbright Research Fellow studying economic mobility in Bogotá, Colombia.
Francesca has served as Senior Advisor to the Bloomberg Center for Cities at Harvard University and a Nonresident Senior Fellow at Brookings Metro. She is a graduate of Leadership Greater Washington and serves on the board of the Maryland Innovation Initiative. She holds an MBA from Harvard Business School, an MPP from Harvard Kennedy School, and a BA from Claremont McKenna College.
